一、收房日期和形式 已经买过房人可能有过这样的遭遇:如期接到收房通知单后,全家人兴冲冲地赶到新居现场,却发现,现场已经是非常热闹,人来人往。也许你早上8点多钟就来现场了,却要排到中午甚至下午才能验收房子。面对这种情况,你要有绝对的耐心。既不要被现场热闹的气氛感染,急着交钱收房,也不要失去耐心,冲工作人员发起脾气,甚至在验房的时候“找碴儿”,一定要本着“新生活开始第一天”的心态,和开发商、物业公司配合好,要知道,从此,这就是你的新家园。 如果收(验)房通知单的寄达日期超过了契约的规定日期,应属延误了交房时间,大家看契约规定的赔偿条例是如何规定的,要向开发商提出索赔!验房时,一定要先验收,检查过房屋没了问题,或所有的问题都已得到*解决后,再签字。千万不能同意先签字再拿钥匙看房验收。只要业主签署了房屋交接单,办理了入住手续,那么开发商就会以“业主已经认可”为由,对质量问题拒绝赔偿。所以,在房屋交付时,弄清楚该房屋是否已经具备交付条件十分重要。 前往验收房屋,并不意味着一定要最终签署房屋交接单和办理入住手续。业主相应义务的履行,首先要存在前提,即开发商交付的房屋除了具备房屋交付的法律文件外,该房屋的实际质量也应当符合规定。二、需要准备的验收工具 1、 房验小锤:用来检查墙面、地面、窗台空鼓。 2、 稍大一点的水桶:用来检查地漏、排水管是否通畅。 3、 卷尺:用来检查房屋净高等。 4、 验电插头:用来检查插座有无脱线、不通。 5、 网球:用来检查排污管道有无障碍物。有显示日期功能的相机(带闪光灯),律师建议最好用光学相机-用于房屋有问题时留影取证。 正常验收房子时间一般是持续2-3个钟头,建议早晨8:30去或下午2:00去。有条件的可请专业人员帮你验房(百安居之类的大型装修公司,如果你在验房之前已经和他们签订了装修合同,哪么可以请他们专门的施工监理和你一起去验房,其实这是最好,最有效的方式)。三、验收过程和具体步骤 要根据购房契约和补充协议验收房屋,下面提供验房的参考步骤,通过的项目可在后面打“√”,未通过的注上说明,最后汇总,请开发商代表签字确认。 第一项:查验文件 业主在收楼时,首先要审核开发商是否具备交付的全部法律文件,必要时可以要求核对相应原件。只有*(原件)齐全,才能签署收楼单。只要开发商手续不完整,即便该房屋实际不存在质量问题可以实际居住,也不能视为法律意义上的交付。业主也有权拒绝在相应手续上签字并要求开发商承担逾期交房的违约责任。如果确实被要求收楼,也要在相关文件,如《验房记录表》等相关文件中写明“未见《××××*》”等字样并妥尚保留好相关文件副本。 分别有以下文件*需要查验: 1、区级以上质检站核发的《房屋质量合格证明》。-必须具备。 2、开发商提供的房屋的《住宅质量保*》-必须取得,要带走。 3、开发商提供的《住宅使用说明书》-开发商据此承担保修责任。必须取得,要带走。 4、管线分布竣工图(水、强电、弱电、结构)-可带走。房屋的设计图纸和水电路图纸,管线如何走,哪些墙可以打,配电箱及配线箱的使用说明等。 (此部分罗列的是全国统一性的文件,是必须要有的,根据省市的不同可能还会有其他的文件)
