你好,天津公产房交易流程是:房屋转让过户的规定:投入使用的房地产*双方,应当签订房地产*合同,合同文本可以使用房屋土地管理局制定的示范文本,也可使用自制合同。使用自制合同的,当事人在过户申请前应委托经市房地局认定的法律服务机构进行预审,法律服务机构对符合规定的自制合同,提出预审合格意见。市、区、县房地产交易管理机构受理过户申请后,应对*双方提供的申请过户*进行审核,审核内容如下:一、当事人提供的材料是否合法、有效;二、申请书填写的内容与提供的材料是否一致、无误;三、房地产的权属是否清楚,有无权属纠纷或他项权利不清的现象,是否属于《房地产转让办法》规定不得转让的范围;四、受让人按规定是否可以受让该房地产;五、*的房地产是否已设定抵押权;六、*已出租的房地产,承租人是否放弃优先购买权;     七、*共有的房地产,共有人是否放弃优先购买权;八、房地产交易管理机构认为应该审核的其他内容。*双方当事人对于市、区、县房地产交易管理机构作出的不予过户决定有异议,可向市房地局申请行政复议,也可直接向*法院起诉。办理房屋产权过户的手续和费用:1、5年内的房屋过户,需要由卖方交纳个人所得税。5年以前的不需交。2、第一次过户要交纳1.75%的讫税(财政部门收取)3、6元/平方米的手续费(房管局收)4、房屋评估费按评估后总价的5‰收(评估事务所收)5、公证费最高300元根据以上各项费用您自己一算便知。经济适用住房上市交易应缴税费一、*:除所得收益缴纳外,以成交价(或评估价)为计(费)基数按下列规定缴纳税费:(一)土地出让金:按*、省已购公有住房和经济适用住房上市*土地出让金和收益分配管理的有关规定执行;(二)所得收益缴纳(已购经济适用住房*免缴):由卖方缴纳。按成交价扣除当地*公布的同期经济适用住房平均单价、原支付超过住   房面积标准的房价款和卖方按本规定缴纳的土地出让金、印花税、监证费   后的净收益,按超额累进比例缴纳。成交价高于当地同期经济适用住房平   均单价50%以下的部分,按20%缴纳所得收益,80%归卖方;成交   价高于当地同期经济适用住房平均单价50%以上的部分,30%缴纳所   得收益,70%归卖方。超过住房面积标准的净收益全额缴纳。(三)印花税:0.1%,*双方各承担一半;(四)契税:1.5%,由买方缴纳;二、出租:(一)土地收益:按出租建筑面积每平方米0.5元征收,由出租方缴纳;(二)营业税、房产税、教育费附加、社会事业发展费、基础设施建设附加费、城市维护建设税、个人所得税:按租金收入10%的综合征收   率征收,由出租方缴纳;(三)土地使用税、印花税:按现行规定征收;三、已购公有住房和经济适用住房上市交易的其他行政事业性收费按*和省有关规定执行。希望对你有所帮助!
